Move Filament "Skip items" out of Layout Settings#896

When using label sheets like the Avery 5160, you are likely to reuse a sheet multiple times. This means that every time you add a new spool, you must go into the Layout Settings (normally collapsed) and locate the “Skip items” field and update it. This can be a bit tedious to update. In this scenario, “Skip items” is the most likely field to update, so having it above “Copies” seems more accurate to me. I realize it only applies to label sheets like the Avery, so it’d have to be conditional or similar.
