Add Custom Dates to "Quotas, Limits & Balances"#749

The new Quotas system is awesome! However, right now you can only set a number of custom days from either the first print a user makes, from when they were added, or from the day the organization was created. It would be great if instead I could choose this date rather than it being arbitrary. For example we work on a typical university yearly schedule, but we started our “organization” well before the start of of the academic year, which makes it harder to calculate the range of time we need to set for the quotas. Better yet, if we could set our own range of dates for which each quota, that would be even better!
