Display user for currently printing file#591

Display the user who has started the current running print job. At least to the teachers / administrators on the overview page or on the printer page.

Will be live soon - possibly tomorrow if @Javad approves of the way it’s implemented ;) Will keep this one posted!

Comes with permissions and settings too.
